KATARUNGAN LEYTE STATEMENT


Kami ang mga lider kinatawan ng mga asosasyon ng mga parag-uma sa mga munisipalidad ng Alangalang, Barugo, Carigara, San Miguel at Ormoc.

Kami ngayon ay nandito at nagkampo sa harap ng Department of Agrarian Reform Regional Office upang ipaalala ang mga nakabinbin na pangako ng ahensiya sa amin. Maraming dayalogo na ang nangyari, maraming pangako ang binitiwan. Nguni’t sa bawa’t dayalogong iyan ay may kasabay na panahon ng pananahimik ang DAR. Hindi nagtutuloy tuloy ang pagresolba sa aming mga isyu sa lupa. Kung kaya’t maya’t maya din ay kinakailangan naming ipaalala sa kanila na ang rehabilitasyon at mga bulig na aming tinatanggap ay walang saysay at panandalian lamang kung wala sa aming mga parag-uma ang kontrol at akses sa aming mga lupa.

THE LAND BELONGS TO THOSE WHO GAVE IT LIFE


To enter Irung, Brgy. Tabun, Mabalacat, you have to pass an outpost staffed by members of Boluntaryo, the organization of the people of the newly established sitio. Green Boluntaryo banners floated above the roof of the small hut where we were greeted with cold water and hot coffee. The volunteers, women and men, wear bright green vests and politely ask strangers trying to enter Irung who they are and where they are going.

Tacloban City - “Ang CLOA ay sa magsasaka ibinibigay at hindi ipina file sa drawer, ugat ng maraming isyu dito sa lupa ang pagtingin ng DAR Region 8 sa CLOA na isang dokumentong pwedeng basta itago kaya nababalewala, nawawalan ng halaga,” quips Dhon Daganasol, spokesperson of KATARUNGAN Eastern Visayas. “Nakakapagsisi na naniwala kami sa pangako ng DAR Region 8 sa isang dayalogo nung Pebrero ngayong taon. Naniwala kami na mabibigyan ng solusyon ang problema naming mga magsasaka na patuloy na dumaranas ng hirap bago at matapos ang Yolanda. Dadalhin namin sa Maynila ito ulit, may pag-asa kaming nakikita sa DAR Central, dahil sa napagtagumpayan nilang ma-install ang kasama naming magsasaka sa KMBP-Katarungan (Kilusan ng Magbubukid ng Bondoc Pensinsula),” he added.

Thirty (30) farmers were successfully reinstalled in Lot 101 in the land formerly owned by the Matias family in San Francisco, Bondoc Peninsula, Quezon. Reinstallation in Lot 101 was a crucial victory to the farmers as it serves as the entrance to the 639 has. for distribution to 288 Agrarian Reform Beneficiaries in the said landholding. About 200 policemen and DAR personnel accompanied the farmers in the reinstallation.

The first attempt to install the farmers was in May 15, 2015, when the steel gates and barbed wires were cut through and representatives from the DAR, DND, DSWD, NAPC, CHR and the police escorted the farmers to the said lot. Due to absence of police protection in the midst of harassment inflicted by the landowners and their goons, the farmers had to leave the area. Shortly thereafter, the Matias family erected a concrete wall to seal the entrance to the landholding.

At about 3 pm today, July 2, 2015, the wall blocking the entrance to the landholding known as Hacienda Matias, was finally broken down. - Rights Inc.

On going self-installation initiative of Yolanda survivors who are KATARUNGAN members in Ormoc, Leyte. Secure land rights is a fundamental issue in Yolanda-affected areas. Many farmers did not get support for rehabilitation due to the lack of evidence that they are the rightful owners or possessors of the lands they till, such as Certificate of Land Ownership Award (CLOA). In the case of uninstalled farmers, they are not in actual possession over the lands that were officially awarded to them years ago and self-installation is opted for when the government fails to pursue the demand of farmers for state-led installation. Gov’t to hurdle another legal battle on coco levy fund—de Lima

While the Supreme Court has already ruled that the over P70-billion coco levy fund belongs to the public, Justice Secretary Leila de Lima said Wednesday the government has one more legal battle to hurdle.

De Lima is referring to the petition filed by the Conferederation of Coconut Farmers Organization of the Philippines (CCFOP) which seeks to stop the government’s move to utilize the coco levy funds. Read here
